Zarubinskii, Chairman of the Commite, declared that the Law "On Equal Rights
and Opportunities of Women and Men" failed to regulate all the problems in the
sphere of gender equality, as it
is a framework Law and
shall be incorporated into the legislation, namely, in the state target-oriented programs. He hopes that the hearings will facilitate thorough analysis of the law
implementation, and give
impetus to the work of legislative and executive power bodies to improve
the state policy in the sphere of gender equality.
Chairperson of the Subcommittee on International-Legal Issues and Gender Policy Olena Bondarenko analyzed the gender policy since the adoption of the Law. She singled out the following issues of the Law implementation: tools for scrutinizing the complaints on discrimination, and the lack of progress in legal support of the equal representation of women and men on supreme levels of the state management.
The Verkhovna Rada of Ukraine failed to pass the bill "On Amendments and Supplements to certain Laws of Ukraine" (to provide equal rights and opportunities for women and men in elections), although the UN Committee on Liquidation of all forms of Women's Discrimination recommended adopting the legislative initiatives to provide the equal rights for women and men in elections and in the parliament.
According to the data of the State Committee, the average wage of women in Ukraine in 2009 comprised UAH 1677, the wage of men UAH 2173; the average wage of women for January-June of 2010 UAH 1860, the wage of men 2388 UAH.
The participants of the hearings focused on the fact that in the personnel reserve for 2010, 76,7% of women and 23,3% of men were registered.
The Committee intends to sum up the proposals of the participants, and draft the recommendation to be sent to all the branches of authority.
